how to resize part of an image

hello members,

i m currently working on a project tat requires a part of the image to be resized.for eg if i have 10 eye images,i want all the eyeballs to have the same size .i don mind resizing the entire image in such a way tat all the eyeballs have the same size.how do i do tat??
