Topaz is a photoshop plug this was Topaz Adjust you can download a free trial version(which is what I used for this) from their website http://www.topazlabs.com/topazlabs/03products/topaz_adjust/

Like most of these filters they usually work best with a good photo to start with but I found this has rescued a couple of poor shots like the jeep here.

 It is done using one of the filter preset then I reduced the layer opacity, as most of the presets are very extreme, then played around with the saturation a little.

If I have time I'll try and post the original so you can see how bad it was.

I also like this a lot and would love to see the original too.

Left you some comments on the original.   The original is not bad, but this one is so much more vibrant - I'm a bit of a colour freak on account of having extremely bad eyesight.
